thank you...I took a lot of photos of this bird because for quite awhile a coot was doing interesting behavior right next to it but it didn't move much so I will see if I have a better photographer of the band.

Hey Mary,
This looks like the solar panel for a GPS tracker device. I’m not sure what study this would be a part of or what the goals are, but this allows researchers to track movements and find out what locations birds are using on migration, when molting, and when they are breeding. If you got more photos of the leg band you may be able to report the number to USGS<https://www.usgs.gov/labs/bird-banding-laboratory/science/report-a-band> and get more information on where this bird was banded and why it was tagged.
