Here seems to be a nice write-up on the use of white tags on turkey vultures: http://bloom.bio/news/turkey-vulture-with-a-tag Banded and tagged birds should be reported to www.reportband.gov, which is a centralized database for tagging and tracking projects. They'll usually send you a certificate of appreciation with information on the individual, so would love to hear about the life history of R3! (You might also see blue-banded pelicans and red-banded egrets, I believe, around UNB, among others.)
