Left the water with boat approach and settled again -- very much like I have seen off the Oregon coast. Only about a mile off mainland. ID may be settled by photos from another observer."

Larger owl, medium dark color. Buff patch near tip of wing somewhat visible, Shape and flight behavior was that of a Short-eared Owl. A second bird joined, and both were seen together in flight, interacting."
