Buffy underneath with narrower streaking. Flying low over the Mesa hunting, sometimes maneuvering quickly to dive, often in close proximity of one of the two Northern Harriers present. On one occasion the SEOW flew quite high, ~90 feet in the air. Wing tips are barred; large white patches on underside of wings. One had flown eastward and was distant when the second owl flew from a perch near an experienced birder who alerted other observers."
