Red-shouldered’s are known for their darker eyes, even as younger birds. Body shape, toe length and overall plumage aren’t that of a Falcon. This photo also is close enough that you can see there is no tomial tooth, which helps to rule out a Falcon.

Those details lead me away from a hawk ID and toward falcon, which all have dark eyes and tapered bodies. Once i turn my attention to that family, the brown back, pale cheek and supercilium, thin mustache, and whitish breast and belly with very fine streaking all have me thinking that this could be a young Prairie Falcon. Though not as rare as a Broad-winged Hawk in June in San Mateo county would be, PRFA would still be a pretty great bird. (I still haven't seen one in the county.) I could be mistaken, though, and would take it as a learning opportunity if corrected.

I had a brief sighting of a perched hawk on a high snag on the north shore - not too far downstream from the bridge - 100 yds? Managed one photo before it flew away towards the Water Lane and farming area.
