I suspect it is a defense mechanism.  They are scoping the neighborhood for possible predators or competitors before they devote their full attention to hacking away at your food source.  Smart birds.

Does anyone know why the Downy will posture upright at the feeder and remain statuesque for awhile?  I've also seen the hairy display such behavior though not as frequently as the Downy.
