Klamath Falls is well west of the range of Juniper Titmouse. They occur in the county, but many miles to the Southeast in Willow Valley. Here's a map:

But Klamath Falls is well within the range of the Oak Titmouse –

Since Juniper Titmouse is a sedentary species your bird is almost definitely an Oak Titmouse, even if it weren’t “too brown.”
