Juvenile Eastern Phoebe? There are images on Google that strongly resemble the dark breast feathers, which look like they're just coming in. The orange appears to just be unfeathered skin.

Subject: [VTBIRD] odd phoebe
This flycatcher near the pond on the Spear Trail at the Birds of Vermont Museum appeared to be an Eastern Phoebe, but the amount of dark on its breast was something neither of us had ever seen before. The hint of orange near the bottom of its belly was also odd. The bird wagged its tail like a phoebe but made no sounds. I thought of a vagrant Black Phoebe, but they don't have white throats. We finally decided it was an Eastern Phoebe with weird coloring. Any other ideas?
