I agree with Bob. The tail looks like a Western Redtail and not a Harlan’s.

Dark-morph or Intermediate morph Western Red-tail can be confusing with Harlan's.. This paper covers it nicely:

Our Audubon group encountered a hawk at Fernhill Wetlands on Oct. 24 that stumped us for a while. After examining his photo later, Julian Hwa felt it might be a HARLAN’S RED-TAILED HAWK. We are looking for other opinions. His ebird list with photos here: https://ebird.org/view/checklist/S49423500

The CLARK’S GREBE was present, but we could not locate Swamp Sparrows.
