Subject: Possible dark-phase Rough-leg at Eagle Bluffs
Large buteo with all-dark plumage was perched on a slender branch of a
small tree overlooking pool 14. No white spotting visible on breast or
back. Bill was pale, grayish, shorter than that of a immature Bald Eagle.
Base of upper tail was grayish, with fine banding; bottom of tail not
visible. Did not see the bird in flight.

The area is ice free, and there is noticeably more water in pools 5 and 10.
Fewer waterfowl in pool 14 and overall, compared to last week, but more
duck species are present, including Redheads, Ring-necks.
