Upon listening through even more Xeno-canto vocalizations last night, I found a surprisingly close match for Hepatic Tanager.
The Blue Grosbeak-like vocalizations are from a Xeno-canto recording on the second Hepatic Tanager page "Black Tank along Hwy 175" from the state of Oaxaca, Mexico recorded by Peter Boesman.. The vocalization from this recording even does the excited double-note chip similar to the Indian Creek bird. This seems to be a rather atypical call of the species. The diagnostic call is a Hermit Thrush-like "chup."

Still quite baffling, as it does not seem to fit in with the fall/winter pattern of Hepatic Tanager's vagrancy.
