It's definitely a Swallow-tailed Kite owing to highly sharp black and white contrast on the wings and overly long forked tail. But, for whatever reason, it has a black cap, or at least looks like a black cap. Cannot explain that! I guess it wants to look like a Sooty Tern (though that species has a white brow)!
