I wonder...

MD owns both shores of the Potomac River, certainly. When it ceded
land to allow the nation's capitol to be established, did it give up
the shore-to-shore ownership of the river bed in this area as well?
If not, the bird would have to get all the way to the District proper
to be considered "DC," I would think...
