I can't vouch for Michigan, but I twice saw flocks of pelicans this Spring in NW Wisconsin. One flock was around 50 strong, the other around 100. Had opportunity to carefully approach one of the flocks in a friend's boat and get some sweet photos.
I do not know if this link is permitted, but here is my Flickr site where I posted some of the photos.
I may be too far Michigan to be relevant to the discussion, but I personally was surprised to see them down here. I used to see them all the time in the 11 years I lived in Saskatchewan.

I know they’ve been seen in years past on the St. Clair River as well as other places in S.E. Michigan but…has anyone come across any White Pelicans this year.

Hi everyone,
This is a long shot inquiry…..
My daughter was canoeing today and saw a group of about 20 birds “way up there”- very high flying in formation. She said they were white with dark wing tips and is wondering what they might have been. She looked in the birding books and her best guess was white pelicans…
Any thoughts?
Thanks!
Dody
