Swinhoe’s White-eye is on the official California list; it was accepted as established by the CBRC earlier this year and I believe the ABA-CLC will follow the CBRC in its next update. This only applies to the established SoCal population and not to individual independent releases/escapes.
Dispersants from the SoCal population have turned up quite far south in Baja, but most or all Bay Area records very likely relate to independent escapes, as a number (including some of the group that bred in downtown SF) have aviculturists' leg bands.
