John you got it right. It’s a baby turkey vulture. Way, WAY late to be starting his life! John - the eyes aren’t visible because they are just as black as his head and beak. But they’re there.

Thanks for sharing and providing this rare bit of avian education. After 8 decades of observing the area’s birds, it’s not often that we get to see one we can’t identify, but even after visiting half a dozen photo websites looking for unfledged Turkey Vultures, I’ve only found a single example, and its eyes were clearly visible, so not easily compared with your shot.
