I rediscovered the small cormorant at Devereux today. It was easily viewable from the beach sitting on the south edge of the slough. I am comfortable it is a Neotropic as it is much smaller than the Double-crested and showed some of the requisite distinctions in the pattern of the yellow facial skin.
I asked a visiting birder to take some photos so hopefully will have some in a day or so.
