If you just want it for access, I think you can get either a lifetime hunting or a lifetime fishing for 10.50. Rather than the combo.

Apparently starting July 1st, it's now a requirement that anyone visiting/using a state WMA in Arkansas has to be in possession of a license for said use. This includes fishing, hunting, birding, camping, hiking etc. The license can be a hunting or fishing license, or lake conservation permit per the website. Looks like the cheapest licenses are $10.50.
