I was just there today at 3:30.  No luck for 20 min, then heard just as I was driving away.  I'm sure others have this site down pat, but here's my method over several years:  1) Search by ear.  They are loud.  2) I am guessing that morning and evening, in full light, may be best.  3) I associate them most with 417 E. 2nd St., just a little NE of the corner  4) I have seen groups have to walk up to 2-3 blocks away to find them.  4) To home in on a best time, compare the checklists at eBird>Explore>burrowing parakeet>large range map> 2nd and D hotspot> recent checklists with Explore>San Diego>Hotspot Map> 2nd and D> recent checklist. The latter lists will include the failures (although not everyone posts these).  5) It is the least subtle birding experience there is.  If they are there, you'll hear them.  Minimal time investment once you are there..  Good luck!
