Back when Vancouver BC's Burrard Inlet had lots of seabirds, on any winter-residency day between October and April, the Red-throated Loons would form a U-shaped wolf-pack of up to 20 loons around the mouth of False Creek.
I remember seeing similar aggregations of sometimes up to several thousand Pacific Loons which would gather each winter-residency period at the eastern entrance to Active Pass between Mayne and Galiano Islands, easily visible from the Tsawwassen-to-Schwartz Bay Ferry between Vancouver BC and Victoria. Not a bad place to look for Arctic Loons, I'd think, though best done from a boat rather than a ferry booming through at 15 knots.
