In regard to the question about the precise location of the County line, I reached out to the County Surveyors with Contra Costa County Public Works Department. Jim Stein, County Surveyor Emeritus, plotted the County line in the the department's current orthophotography and sent me the attached image to depict the location. (I hope the PDF image attaches. I've never tried this before in the Group.)
Quoting Jim, he explained that the line, as located, " is based on CalTrans survey monumentation mapping. Our line is nearly identical to the Contra Costa County Assessor line. The line is approximately 130’ north of the center of El Cerrito Creek, measured parallel to the freeway."
