To me this looks like a cooper's hawk.

On goshawk these undertail coverts should be streaked:

And the head should be shaped more like a sharp-shinned hawk with the bill
jutting out from the face ("parakeet type bill") rather than a smooth
transition from head to bill ("roman nose").

Also should show more prominent supercilium and tailbands should be more
wavy but can't see those as well in the photos.
