Lynn,

Many raptors take multiple years to get to adult plumage. For bald eagles,
it's not until the 5th year! For Cooper's and Sharp-shinned hawks, they
don't get their adult plumage until late in their second year. Eye color
is a better indicator of hatch-year vs. 2nd year birds, as it progresses
from yellow to orange to finally red when they are adults.
