I have often wondered what I would do if I witnessed a bird being
threatened, or worst-case scenario, actually being injured by a dog or due
to some other human-involved scenario. I once approached a guy with a dog
at San Joaquin and played stupid, "Oh I thought dogs aren't allowed here"
and the guy said he wasn't sure because he didn't see any signage and he
actually left with his dog.

HB is a whole 'nother issue and I can't see the city adding more signage or
patrols. With a guy like that, I'd suggest just a heartfelt appeal,
expressing concern about the birds. Of course, staying calm and kind is
difficult in the heat of the moment. Sorry you had to witness this and
thank you for speaking up.

Would love to hear people's suggestions on this.
