My initial thought reading this was the tail feathers were frozen to the
ground during this last rain/heavy snow event. I've seen pheasants froze in
place. I did an AI search that confirmed this as one scenerio. Freezing
rain was toward the top of the list. Other possibilities were poor quality
food, muddy conditons. Pheasants start to molt in June and completed in
September.
