My initial thought reading this was the tail feathers were frozen to the ground during this last rain/heavy snow event. I've seen pheasants froze in place. I did an AI search that confirmed this as one scenerio. Freezing rain was toward the top of the list. Other possibilities were poor quality food, muddy conditons.
