Those plants have gone to seed and they are transported by that fluff being
caught by the wind. Next time you see those plants pull out some of the
fluff and roll it between your fingers and you will feel the tiny seeds.
Although it would make for great padding in a nest, I believe your hunch is
correct and they are eating the seeds. Goldfinches often do the same with
wild thistle too.
I think other birds, who do not specialize in eating seeds, probably use it
for nest building.
