Virginia implemented a similar system in 2012. I tried to find some
information on how much revenue it has generated, but I haven't been
successful. Everything I found lumps all the license fees (hunting,
fishing, access, etc) together. Personally I bought a lifetime fishing
license to meet the requirements since they don't have a lifetime option
for the access permit and DWR actually recommends either a hunting or
fishing license in lieu of the access permit because they get some
additional matching funds from the federal government. Unfortunately I
don't think it's made any difference from a birder's perspective to
getting more influence at the negotiating table. Also, in 13 years I've
never had anyone ask to see my permit.
