I am not seeing much white actually. I think this is dark morph Red-tailed Hawk. It is not extremely large as it is perching on a thin branch on the cypress, an eagle could not do this as they are so heavy. But on my end it looks pretty dark and with a reddish uppertail. So dark morph Red-tail is my thought. There had been one around on the other side of Hwy 1.

A friend of mine shared a couple of photos and a short video (attached) of a raptor he saw in Half Moon Bay at roughly these GPS coordinates: 37.44841° N, 122.43738° W. He saw it on 1/5/25 at about 1pm, and had seen it at the same park the previous Sunday, 12/29/24. He noted that it was extremely large and wondered if it might be an eagle.
In the video, there appears to be an extensive amount of white in the underwing and possibly also the undertail, though that's less clear to me. My take is a dark morph Ferruginous Hawk, but I'd like to have others weigh in.
