I have checked with Bob Domalgalski on any records the WSO may have had
on sightings of the Atlantic subspecies of Short-billed Dowitcher in the
past.  Bob can find no such records.  According to eBird, the individual
observed and photographed on May 21st in Oak Creek by four birders
(Lorri Howski, Nathaniel Wegner, Jeremy Meyer, and myself) is only the
third record for the Midwest interior west of Lake Michigan.  There are
single records from Iowa and western Kentucky.  There are a few Gulf
Coast records, primarily in Texas, and a single record in Dallas.  There
is also a single record in the state of Oregon.
