I've heard rumors that a narrow but very birdy strip of land along the north side of the Rio Grande, formerly part of Texas, is being walled off from that state as part of a certain unnamed individual's pet project.
As the resulting no-man's-land will be difficult for the state of Texas to administer, perhaps Oregon could offer to pick it up. Then if a species-rich county such as Coos were to annex it, the resulting county listing opportunities would be competitive with San Diego County. You might have to fly into Monterrey or Nuevo Laredo and bird it by scope from that side.
