To connect some dots here, this is up toward the Northern section of Anne Arundel. The Ft Smallwood hawkwatch had a (fly-by?) presumed park-record TRUS the same day. Possibly the same bird?

There is at least a pair of Trumpeter Swans that range widely around the Galesville area (south of 214 sort of centralized around Muddy Creek Road and Galesville Road). Often, they are found on Muddy Creek visible from the Discovery Trail at the Smithsonian Environmental Research Center. It's pretty neat to hear them when they fly over as the french horn sound is very different and distinctive!
