Your mystery goose appears to be young Greater White-fronted Goose. It is either that or one of the various exotic introduced Anser goose species that populate the landscape. The fact that it is structurally like a wild goose (not a plump belly-dragger) suggests the former.
I was at Little Beach, Gearhart, 5/26/2018 (no white-rumped sandpiper) at about 11:15 am. A long line of Canada Geese flew over but one bird was smaller and I have been unable to identify it. See photo: Birds<https://flic.kr/s/aHsmgxNbDu>
