Of the ones you list, I think think is the wrong season for Summer Lake because the WMA will have duck hunting, therefore be closed for other access.
Some areas of the Klamath Basin will also have restricted access, but there should still be a lot of accessible bird habitat, and lots of waterfowl and raptors.
Malheur could be good depending on water levels and if it has not frozen solid - I have not heard yet.

Possible destinations that occurred to us are Malheur NWR, Klamath Basin. Other places, that we haven’t spent a lot of (or any) time birding yet are places like central Oregon, Sisters, Summer Lake, etc.
From a birdiness perspective, what would be good places to target during that long weekend? Areas with concentrations of wintering birds that might be harder to find in Oregon during other seasons would also be of great interest.
