Brian,

I believe the bird is a Wilson's Phalarope. The bill shape is thin (like a
fencing rapier) and the head pattern (mostly white with a gray eyeline and
gray crown) both fit Wilson's Phalarope better than Stilt Sandpiper which
has a thicker bill with a blunt end and a gray face with a white eyebrow.

Of the phalaropes, Wilson's is the only one I recall observing walking in
shallow water like a proper sandpiper.
