As it happens, House Sparrows are believed to be able to survive infection sufficiently to serve as an overwintering host for WNV. Corvids, in the other hand, are highly susceptible.

The state has been taking extra precautions in some areas because they have
found mosquitoes carrying West Nile virus. And in much of MD, mosquitoes
can be around through the winter.

Birds are the primary host for the West Nile virus, which has become
endemic throughout the U.S., so it's possible that it's the virus
rather than the treatment that affected the sparrows. WNV peaks in
JUL/AUG and could well be abundant still. It would be nice to think
that H Sparrows have become preferentially targeted due to some
mutation in the viral genome, but unlikely.
