I think that eBird is an excellent place to start. For most any location in the world, birders have entered bird data. See where the local birding "hotspots" are. I have used this method for several years and have been very happy with the results. The eBird data is also very much up to date. A good field guide is also needed.

Subject: [PABIRDS] Suggestions for Scotland Birding Books?
I'm planning a trip to Scotland and the Shetland Islands next spring. In
past trips (specifically New Zealand and Washington State), I've had really
good luck with planning my itinerary around birding sites recommended in
books about birding in the areas.
Does anyone have suggestions for good "where to go birding" books for
Scotland / Shetland? In addition, we'll be doing a 25 hr layover in
Iceland on the return trip, so any Iceland birding book suggestions would
also be very welcome.
