Sounds like a Pelagic Cormorant. They have white spots in the breeding season.

Not being a Cormorant specialist I had to come home look it up. The bird I saw looked exactly like the ones Audubon has listed as Great Cormorant. Their description only shows them on the East coast. I was wondering if these ha been seen before here on the OR coast or if anyone else saw this bird today? Or is there is another type bird I could have seen. The bird was less than 50ft. away and I would put good money on it being a Cormorant from it's shape and flight but the white spots threw me. Any help would be great.
